Zakaat on Debt

Assalamualaikum.

My brother requested me to give my Zakaat to him because he has a long outstanding debt
which he is unable to settle.He said that the Mufti in his town said it was permissible.
Do you agree and would my Zakaat obligation be fulfilled according to Shariah.
