Washing hands after toilet

Assalam u alaikum,
Kindly tell me the procedure of washing hands under tap water after toilet,clearing me the following things please.

1.Is it necessary to wash them thrice?

2.Keeping hands under tap water enough or do we have to rub the hands?

3.Do we have to rub the nails and finger tips as well?
