Validity of ghusal

is ghusl valid if one stands under a garden outdoor tap which is built into the wall and the water flows or is it considered stagnant water

e.g. if one puts his hands under the tap and the hands get wet he rubs them then he crouches down to wash the other parts of the body the water flows over him would this be a valid ghusl or no?
