1)What is tawwasul through the dead saints and pious Muslims and The Sahaba (R.A.) and Nabi (S.A.W) ?

2)Why is it permissible ?Is there a hadith to substantiate the claim that it is permissible?Wouldnt it only be permissible Rasul of Allah (S.A.W)?

I think you mean 'Tawasuul'.
It is permissible through the pious dead and living and good deeds of ones self.
