Taliban government in Afghanistan

Asssalm o laikum! My question is regarding the Taliban government in Afghanistan from 1996 to 2001.

The Taliban used to force people to offer prayers and keep beards, and punish those who did not.Was this right of them?Is it duty of government to make people pray and keep beards?
