Substituting halaal money with interest money

As Salamulaykum respected Mufti Saheb

I have some interest money that I want to use to pay traffic fines, taxes and toll road fees.
This money is still ‘locked’ in my retirement annuity. Can i intend to dispose of this money now, buy using my own money, and keeping a record of the amounts used.
When i reach the total that is the interest, then i may consider my retirement annuity as halal?
Jazakallah, and we request your Pious Duas.
