Can you perform salaah in congregation with iqamah only and no azaan?

The Salaat will be valid, especially when in a nearby Masjid, Azaan was given.If one is in such an area that no Azaan was given, then it is most rewarding to give Azaan first, then perform Salaat, preceeded by Iqaamah.
