Public toilets

When going to public toilets, the toilets are not always in a clean state.

If there happens to be dry urine stains on the toilet seat, may one sit on the toilet seat ? And will one be paak upon getting up provided he has done istibra and istinja? Or will he be considered na-paak for sitting on a seat with dry urine on?
