Permissibility of building a Shia Masjid where there was a bottle store

1) Is it permissible to build a Shia Mosque, a temple, a hotel (where there might be a bar or a bottlestore)

2) We also have have to take out a Builders all risk insurance on behalf of the client to indemnify him against losses due to fire, vandalism, lightning, wind, and similar forces and a Public Liability insurance which covers injury or damage to the public or adjacent building which are part of the contract. in some instances this is also a condition for musjid construction. is it permissible?

1) One should not build a Shia place of worship or a temple. Building a hotel is permissible.
