I am a housewife and my husband gives me money to see to the household, groceries & clothing for the children. Do I have to pay fitrah or does he pay on my behalf.
He can pay on your behalf. Takes your permission and pays. If the allowance is 'yours', that on saving you can do whatever you want with the money then better you pay from that saving.
