Nikkah after iddat

as-salaamo-alaikum – I need Mufti Saab to please advise me on the following:

1. If a female has lost her husband and has observed the iddat period – is there a waiting period before she can make nikkah again.

2. The person that she is intending to make nikkah to has given his wife talaaq- not given his wife divorce according to the SA law. What proof can be requested.

3. Can they be going around together before their nikkah – they each have their own homes.

4. The persons family are now saying that he has a mistress whom he has had since his divorce to his wife. The ladys family are concerned that he may be after her wealth and try to advise her but she won’t listen.
What advice can Mufti Saab offer – Jazaak-Allah

2) Ask for it in writing.

3) No, it is Haraam

4) Make proper investigation.
