Ijtihaad, Mujtahid And Taqleed in This Day And Age

Assalamu alaykum

Hazrat I am confused in an issues if you could explain I would be extremely grateful.

In India there is a senior Maulana who has been teaching Hadith for several decades. Ulama have greatly praised his mastery and expertise on Hadith and other Islamic branches of knowledge.This Maulana sahib has abandoned taqleed of the Hanafi madhab in some,NOT ALL issues, in which he feels the daleel for the Hanafi madhab is not the strongest one.Examples are doing rafa-yadain and combining salah like the Shafi’is do. In addition, this Maulana differs with both Maturidi as well as Ashari aqeeda in some issues, though generally follows Maturidi aqeedah.The venerable Maulana says that,” I fear being asked by Allah, I gave you knowledge; why did you do Taql?d”

(when speaking about his ‘isolated’ views)

In addition,the ulama who are aware of the ilm of this Maulana,feel that he is capable of ijtihaad.

Regarding this issue,I have 2 questions.

1) In this day and age,is it possible and permissible for an Alim to reach the level of Ijtihad and do his own ijtihad?

2)If yes, then would such an Alim be sinful if he does not do ijtihad?
