Massallah pertaining to signing the petition of Muslim Marriage Bill

As Salaam Mu Alykum,
Respected Mufti, I have received your newsletter and also petitioned again the Muslim Marriage Bill.
My question is why does the Ulama not form a regulatory body itself which it can then represent to the Goverment?
I know that our actions are judged by Allah (SWT) but there has to be some accountability in society. Espically when there is more than 1 marriage and children requiring support. Unfortunately due to there by no governing body many muslims are trangressing the laws of Allah (SWT) without fear or favour.
Please and and guide me accordingly.

Ulema unity is becoming a virtual impossibility
The Ulema in areas should form regulatory bodies to aid and address the matters of that locality.
