Massallah pertaining to Lillah

the scenario is the following with a three part question on money given as Lillah to a Masjid for building-renovations…etc…

for a few years, money has been donated as Lillah to a Masjid for the purposes of building-renovations – however delays for various reasons have occurred – and the financials are posted on the notice board showing that the Lillah has grown year-on-year…
is it justified for the Lillah to be carried over for such long periods(more than 3 years) ?
