Massallah pertaining to Hajj

Some people say that Tawaaf e Ziyarah is compulsory while others maintain that if a lady doesn't attain purity before leaving Mecca, she may not perform it. Which one is correct plz? Is dam required?

As a last resort will make Ghusl, use pad, make Tawaaf, give camel as Damm and come back hom.
