Leaving out gargling in wudhu

Is it correct in the first place to leave out the act of gargling while making wudhu when one is fasting?

Gargling must not be left out. If left, then wudhu is not valid. Thus Salaat is not valid.
Gargle, lightly, NOT putting the water in the mouth and looking sky wards turning the neck, then the water is bound to go down.
