Is gargling a Fardh of Wudhu?

Assalamu Alaykum Mufti,
I was going through some question and answers and on question 99 you answered that the person cannot leave out gargling out of the mouth while fasting surely this isnt true? Gargling isnt a Fardh of Wudhu?
