Is bribery permissible?

As-salaamualaikum Mufti. I work for a company which obtains legal documents from the city council. The municipal workers are not the greatest of people to deal with and the only method which works in obtaining my work from them is if I “give them something”. Am I allowed to do this or will my rizq be haraam?
