Intepretation of verses of Surah Dukhaan

It is the aqeedah of Ahlus sunnah wal jama’ah that Allaah (rabbul izzati wal jalal) has decreed all matters and also always known everything in complete detail.
With this in mind, can we interpret verse 4 of Surah Dukhan to mean that matters such as births, deaths and sustenance are relayed to the necessary angels?
