Is This Gambling?

Asalaamu alaikum

Our town organised a mini soccer league along the following lines:

1. Ten 5-a-side teams playing each other twice in a round robin format.

2. Each team has to submit an entry fee of R800.

3. From the pooled money R5000 will go to the eventual winner with R2000 going to the runner-up.

The question is; is this a form of gambling?
