Eligible for Zakaat

If a person is a defaulter by a bank loan, but he has taken the loan mortgaging his house, is he still eligible for Zakaat?

Yes - he may receive Zakaat. However, one should investigate whether the person got into this problem due to sheer negligence or due to uncontrollable circumstances.
