Due to circumstances a person could not do or complete the Tawaaf-ul-Wida

If the person performed any Nafl Tawaaf after Tawaaf-e-Ziyaraat then that will suffice. If not, then the person is liable for one damm (one goat, sheep) to be sacrifised within the boundaries of the 'Haram'
