Can ladies go out for Masturat Jamaat

Question ID: 18040

Asalamu alaikum Mufti
Ladies go for Tabligh Jamaat work with their husbands or with their mahrams. What is the ruling of women going out in customary Jamaat work fully observing hijaab and purdah and remaining within the proper Shari confines and limits?
The customary practice germane to Ladies Jamaat is that all those women going out in Jamaat have their mahrams with them and they travel observing fully the Shari Code of Purdah.
Arrangements for the lodging and meals for these women are made at a home of Purdah where no male is allowed to visit at all. The males accompanying the Ladies Jamaat stay over at the local Musjid or elsewhere completely away from the ladies. The ladies engage in tabligh to women and the males to men.
Is this scenario permissible or not? If there is some other way of permissibility or if it is impermissible then kindly elaborate. Please provide a clear, detailed and authoritative response with references.

This question has already been posed to the Mother of Institutes Darul Uloom Deoband
Although we have also expressed this over 5 years ago on Radio Al Ansaar, we reproduce the answer and provide our additional comments:
Allah Taala has made obligatory upon males to learn the Ahkaam of the Deen and teach it to their females. All of you are shepherds and all of you shall be questioned about his flock. Bukhari Women have not been tasked with Dawah and Tabligh. They have been excluded from Dawah, Tabligh, Imaamat and Khilaafat. They have been instructed to remain in their homes and in Purdah. And remain firmly in your homes. Quraan Women have only been granted permission to emerge from their homes at times of need and in emergencies. It is reported from Hadhrat Ibn Umar (radhiyallahu anhu) that Nabi (sallallahu alaihi wasallam) said: Women have no share in emerging (from their homes) except in emergencies. (Tabaraania Mujamul Kabeer) This age is full of fitnah. On account of the preponderance of Fitnah, women were debarred from coming to the Musjid of the locality even with their mahrams during the Khilaafat of Hadhrat Umar (radhiyallahu anhu) upon the mutual consultation of the Sahaabah. Thus, how can it be permissible for them (ladies) to go out in Tabligh Jamaat work, which is a mustahab act, when in this age fitnah is pandemic in our societies? They had been debarred (from the Masaajid) on the basis of this Hadith which is reported in Bukhari Shareef: Hadhrat Aishah (radhiyallahu anha) said: Had Rasulullah (Sallallahu alaihi wasallam) witnessed what women have introduced he would have banned them from the Musjid just as the women of Bani Israeel were banned. Were they really banned, the narrator asked? Yes, they were, Hadhrat Aishah replied. Bukhari There is no precedent in the Khairul Quroon of women being dispatched on Dawah and Tabligh, whereas the need during that time was greater in view of the large number of men and women entering the fold of Islam. The founder of the Tabligh Jamaat, Hadhrat Maulana Ilyaas Sahib went to Mufti Azam Hadhrat Maulana Kifaayatullah Sahib on three occasions for this purpose, of seeking permission to send women on Tabligh missions. On all three occasions Hadhrat Mufti Sahib forbade him. Hence Hadhrat Maulana Ilyaas Sahib never sent women out in Jamaat Likewise, his son, Hazratji Hadhrat Moulana Muhammad Yusuf Sahib never organized womens Jamaats. Women should confine their activities to meeting once or twice weekly at a home in the locality having Deeni Taleem. This will be efficacious in inculcating Deeni fervour. This was the time honoured Tareeqah of our Aslaaf (Predecessors). Women should be cautious in leaving the town and journeying to far off places. In spite of the presence of mahrams there are ghair mahrams also present on the journey. For example, a group of ten women set off on journey with their respective mahrams. Now in this scenario each woman has one mahram with the remaining nine men travelling along being ghair mahrams. This is lack of caution. The Ahaadith have prohibited travelling with ghair mahrams. And Allah knows best. Habeebur Rahmaan (Afallahu anhu) Mufti, Darul Uloom Deoband Zainul Islam Qasmi Deputy Mufti, Darul Uloom Deoband
The members of the Tabligh Jamaat should take heed. More than 12 valid points have been made. On each a book can be penned. Who is Right the Markaz of Tabligh or the Markas of Ilm
Both have to be judged via Shaari proofs, which are valid and not defective in nature. Also note worthy is that Moulana Muhammad Ahmed Ansaari Bahwlpuri, a highranking Senior Member of the Jamaat, an important key-note speaker in most huge Ijtimas including Raiwind Pakistan is also of the opinion that Masturat Jamaat has not substantiation
The elders of the Jamaat should do the sensible move by terminating Masturaat Jamaats out of the locality, city and country. The ladies Taleem in localities should be encouraged with proper supervision
These days there are no proper control of these activities fabricated Ahadeeth and stories are narrated, have turned into gossip sessions and tea parties, those who do not attend are looked down upon, movement away from 6 points has resulted
The reader must understand that the work of Tabligh is good whilst some workers as in every aspect branch of Deen, give a bad name to the work. Nevertheless we are totally pro the work and have written and translated extensively regarding this good work
1) 6 Points of Tabligh
2) Tabligh Made Easy
3) Hayaat us Sahabah
4) Reply to the objections on Fazaail e Amal
5) Revised translation of Fazaail e Amal now which we are currently referencing.
6) The Establishment of Tabligh and Dawart in the era of Rasulullah (S.A.W)
So we are acquainted with the work
Historically with my brothers we attended the first Ijtima in South Africa, be it in Dundee or Ladysmith. Both we attended
The above is stated so that the reader does not feel a stranger to the work is writing
Furthermore Kindly note:
1) The Jihaad of the females lies in the performance of Hajj (Bukhari) also jurisprudically one Hajj is Fardh
2) On Women there is no Jamaat (Salaat) Jihaad, Jumuah with Jamaat
3) Female Sahabah (R.A.) were left in Madinah guarded by one see in Fazail e Amal Safiyyah (R.A.) kills a jew
4) Fitna is worst than killing
5) The female Sahabah in the beginning stages should even go to battle but NOT later
6) Most cases, reports reach us that the children who are left behind whilst mother and father are in the path of Allaah become ill mannered and go far from Islaam
7) The Role of man is different whilst the Role of Female is different. Let us understand this and act accordingly
8) Whilst in ladies Jamaat, man will display his ability to speak, help, carry luggage etc. Women are human. Evil thoughts result
9) No one, No Darul Uloom, No Markaz, No Alim is above the divine Shaari law
10) Working outside the permissible reaps no real Barakaat, rewards or proper results
11) Do not put on females, responsibilities which Allaah has not put. We make Duaa that the major Darul Ulooms of the world endorse the Shaari valid rulings of Darul Uloom Deoband
The Markaz of Dawat should heed to the call and valid ruling of the Markaz of Ilm. If this does not happen the existing gap will widen and eventually the Tabligh Jamaat will have to be re-classified
Dawaat has to be guided by Ilm that is why Hadhrat Moulana Ilyas AR went to Mufti Muhammad Kifatullaah Dehlvi AR for guidance and ruling
I have read few rulings which are pro ladies Jamaat but analysis these are ambiguous, spurious, of no proper Shaari value and many a times sheer drivel
May ALLAAH guide us all
