Only reading jumuah and taraweeh salaah

can a person who only reads jumuah salah all year round(no daily salah) except
for ramadaan where he reads his daily salah + taraweeh :

1. consider himself a muslim.

2. perform the taraweeh salah

1) We will consider such a person a transgressive, disobedient Muslim.

2) He must perform Taraweeh. Should not be encouraged to lead the Taraweeh especially if he does not have other qualifications such as Shaari beard etc.
