Woman living with non-muslim man and asking for zakaat

Salaams Mufti saab,

A Muslim widow has asked the local Jamaat to assist her with Zakaat. We have estabilished that she is living with a non muslim man, with no nikah.

Can we give her Zakaat? if yes, can we then place conditions on her receiving Zakaat?
