Is one allowed to use lip ice while fasting?

Salaam, I would like to know if it is permissable to use lip ice on your lips as one’s lips are very dry during the Ramadaan, when one is Fasting?
And lipstick is that allowed as I see many women wearing it? And also perfume, is it allowed?
