Zakaah with reimbursed money from SARS

With reference to Question #1529, the question is a bit ambiguous as I understand it.

If one receives a reimbursement from SARS due to Zakaat payment to an NPO, does one have to repay that money as Zakaat, or is it now permissible for the person to use as their own?

If a person pays R50,000 in Zakaat and receives a reimbursement of, let us say, R500 from SARS, then that R500 is un-paid Zakaat that still needs to be given out.
