Droplets left after flushing the toilet

I recently read Mufti Saabs fatwa where when asked the question “When you flush the English style toilet and you close the lid. After the flush when you lift the lid the inside of the lid is lightly wet. Is that wetness napaak? Respected Mufti Saab replied “No” and when asked “Is the flush water pure water that goes on the toilet seat after flushing paak or is it napaak water?” Mufti Saab replied “It supposed to be pure”
After I flush there is small droplets on the toilet lid, toilet pan and sometimes between the bowl and pan.
However does the fatwa change in my case where
even though I try to use as little toilet roll as I can after wiping the urine before and after Istinja, after I flush the toilet not all the toilet roll that was in the bowl water disappears and there is still shreds of toilet roll in the toilet bowl water? I worry that it means not all the napaki was sucked away as the toilet roll also had napaki and thus perhaps those droplets won’t be pure. Due to this I end up cleaning the toilet almost every time I use it which takes very long and is difficult and time-consuming.
Are those droplets napaak?

If the droplets are water, then pure.
If urine then not pure.
