Saying Aameen loudly and softly

Why is it that when the Imaam finishes reciting Surat Al-Faatiha, during Salaat ul Jumuah, Fajr, 2 first rakaats of Maghrib and some say ‘Aameen!’ loudly, while others say it silently or in their hearts?

According to Imaam Shafi (A.R) the Ameen should be said so audibly that the person saying it is able to hear (not the whole masjid) and according to Imaam Abu Hanifa (A.R) it should be read silently.
