Permissibilty of giving ones friend Zakaah

1. Can i give my zakaat to my friend who is a widow? She has lost her home,her car & her business due to the debts incurred by her late husband. She is also ill & needs R500 a week for her treatment at a hospital. She is now working & earns R5000pm. Her rent is R3300,lights is R250, school fees for 2 kids at government school R600pm is in arrears, travelling exp for family R480 pm by bus. After all this she still needs money to feed her children.
2. If answer is yes , do I need to tell her it is zakaat money.
