Missing salaah with jamaat

As Salaamu alaykum respected mufti,

A person misses the fardh Salah with Jamaat, but his intention was to read with Jamaat.
I have been told that if a person thinks that he will not make it for Jamaat with congregation he should not waste his time going to the masjid he should stay at home and read Salah.
With this being said making a second Jamaat in the masjid behind the masjid boundary is also not accepted.

Is this train of thought correct?
