Medical Aid – not taking the medication but keeping a credit

There is a growing trend regarding the following medical aid “Claim”
The medical aid approves of a medication for a certain condition (eg hypertension).
The patient then goes to the pharmacy and requests that the pharmicist claim from the medical aid the medicine that was approved for hypertension, however the patient does not take the prescribed approved medication, but keeps a credit at the pharmacy for future purchases or buy medication for a different condition (eg diabetes or supplements) which is not covered or approved by the medical aid.
Is this permissible?
