No, There are two types of Qurbaani.
One is Damm-e-Shukr.
You sacrifice a goat in Makkah to release you from Ihraam.
The other is the normal one you do when you are home.
If you want to do it in Makkah, then you can do so, especially if you are not a Musafir in Makkah.
