Criteria for the appointment of trustees

Assalaamualakum respected Mufti saheb.
Please outline what criteria should be used or considered when electing or appointing members,especially trustees to a jamaat that runs the madressah,musjid and deeni affairs of our commmunity?If physical appearance will form part of Mufti sahebs reply please address the argument put forward that you cant judge a book by its cover.Should the social and family lifestyles of possible appointees also be taken into consideration?

Should have these qualities:

1.) Muslim, male, mature;
2.) Pious, righteous;
3.) Sensible;
4.) From the Ahlus Sunnat Wal Jamaat;
5.) Brave, fair, just, intelligent;
6.) Regular in Salaat;
7.) Good business dealings;
8.) Excellent, upright conduct;
9.) From the vicinity;
10.) Upholders of Tauhead;
11.) One adhering to the Sunnat;
12.) Expose deviants;
13.) One who enjoins what is good and forbids the evil.
