Assalamu Alaikum.I live in a flat owned by the jamaat in a certain area.Lately they have been charging me rates on my rental invoice. It is the responsibility of the landlord to pay for rates. I would like to know
1) is it islamically allowed for the jamaat to pass rates charges to the tenant?
2) If the answer to 1 is no, is it permissible to regard the payment for rates as sadaqah or lillah since it will be paid to the jamaat. Jazakallah for the brilliant work that you are doing for the ummah.

This will depend on the mutual contractual agreement between landlord and tenant.
