Putting water and reciting fateha on the qabr

Assalamu alaikum ww Mufti
.What is the significance of:

1) Pouring water on a qabr?

2) Having one person recite the “fateha” aloud and everybody raise their hands in a collective prayer at the qabr?

As a hafiz I am usually asked to read “the fateha” aloud on Eid day when we visit the qabr. I do not feel comfortable to do so, but prefer reciting quran (Surah Ikhlaas etc) softly on my own. Is it correct if I refuse to read the “fateha”?
