A Maulana Sahib who is an Imaam for Taraweeh Salaat in Verulam seeems to end the Taraweeh Salaat after the Durood. In fact, we cannot even finish reciting the Durood properly before the Salaat ends. Then, between the Taraweeh Salaat and the Witr, the same Maulana Sahib engages in a very long and very loud Dua. Every one is grounded as we have to wait for this congregational Dua to end in order to perform the Witr Salaat. No other Taraweeh Imaam makes such a very long and very loud Dua. My conclusion is that he is deleting the Tashahhud Dua in order to make time for his loud Dua after the Taraweeh Salaat. How does the Shariat view this? Please comment.

The Salaat will be valid even if he did not read the Duroods let alone the Duaa.
That Duaa between the Taraweeh and Witr strictly speaking is not proven.
However because Duaa is generally done after congregational Salaat it would be permissible, but short silent one.
