I live in Pakistan. Here in summer the weather is extremely hot. During the month of Ramadhaan, the people who perform heavy physical labour e.g. construction workers, etc. do not keep fast. They say that they have to perform such heavy, difficult work in the hot sun and they cannot do it if they do not drink water throughout the day. They make up for these fasts in the winter months when weather is pleasant and it is easy to keep fast even when working.
What is the Shariah ruling on this?

Their reason and action is full of sin. The Sahabah (R.A) toiled in the heat of Makkah and Madinah where the weather was even hotter than in Pakistan. Islaam is easy, practical, and natural for all times, situations, and places. Those who do the actions described in your question are also guilty of altering the Divine Shariat. They must repent and fast in the month of Ramadhaan irrespective of the weather.
