Is it true that once Imam Shafi was asked a question in the Arabian Peninsula and he gave a particular answer and then when he was in Morocco he was asked the exactly same question but gave a different answer this time because the environment of the Arabian Peninsula is different to the environment of Morocco?

Not totally true, but definitely at times in Shaafi Fiqh we have ‘Qadim Qoul’ – ‘old view’ and ‘Jadid Qoul’ – ‘New View’. This was due to new research not necessary due to place changes.
